Euless was incorporated as a City in 1953, and like many other small towns in Texas at the time, it was initially governed by a mayor-council system.  Under this system, the mayor played a dual role, serving both as the political leader and the administrative head of the city.  While this structure worked for a period, it soon became evident that a more streamlined and efficient form of governance was needed to meet the growing demands of the community.

In 1962, the citizens of the City of Euless approved the adoption of a home rule charter, by the vote of 128 to 38.  The Charter of the City of Euless, Texas provided for a Council-Manager form of Government.  “The policy making body or over-all governing agency of the City will be the Council elected by the people.  The Council will have power to pass ordinances, determine all matters of policy and appoint a City Manager.  The Council will then hold the Manager responsible for the proper execution of its policies and the effective administration of the departments, agencies and services of the City.”

The City Manager's Office in Euless operates on a professional management model, with the City Manager serving as the chief administrative officer of the City.  This role involves implementing policies and programs established by the City Council, overseeing the city's budget, and providing day-to-day leadership for City staff. 

The City Manager also plays a crucial role in community engagement, acting as a liaison between the residents and the elected officials.  They ensure that the City Council's vision and goals are carried out efficiently and effectively while maintaining a strong focus on transparency and accountability.
