Fire Inspector I or II (DOE)

Job Summary:

Fire Inspector I - Under direct supervision, the Fire Inspector I performs duties that would be assigned to a Basic Fire Inspector, Fire Safety Education Officer, or Fire Investigator.  The Fire Inspector I is responsible for assisting the Fire Marshal in the day-to-day operation of the Fire Marshal’s office.

Fire Inspector II - Under general supervision, the Fire Inspector II performs duties that would be assigned to an Intermediate Fire Inspector, Fire/Arson Investigator, Fire Safety Education Officer, Fire Prevention Officer, Fire Protection Engineer, and/or Plan Review Specialist. The Fire Inspector II is responsible for assisting the Fire Marshal in the day-to-day operation of the Fire Marshal’s office.

Minimum Education, Experience, and Qualifications Required:

Fire Inspector I: 5-Year Step Plan, Salary Range $62,137 – $79,298 - High school diploma or equivalent plus one year of related experience is required. An associate’s degree in Fire Protection Technology, Criminal Justice, or a related field of study, or a minimum of sixty (60) college credit hours is preferred. An equivalent combination of education and experience may be considered.  Must possess and maintain a valid Texas Driver’s License with a good driving record. 

Must live within a 30-mile radius of the Euless City Limits or be willing to relocate within the 30-mile radius within one year of hire date.

Fire Inspector II: 5-Year Step Plan, Salary Range $78,181 - $98,691 - High school diploma or equivalent plus two (2) years of experience in a fire safety or law enforcement-related field is required. An associate’s degree in Fire Protection Technology, Criminal Justice, or a related field of study, or a minimum of sixty (60) college credit hours is preferred.  An equivalent combination of experience and education may be considered. Must possess Basic Firefighter, Basic Fire Inspector, and Basic Fire Investigator certifications issued by the Texas Commission on Fire Protection (TCFP).  Personnel appointed to this position after November 1, 2013, must have an Emergency Medical Responder (EMR) certification or greater. Must possess a Basic Peace Officer certification from the Texas Commission on Law Enforcement (TCOLE) within two years of accepting the inspector II position.  Must possess Fire and Life Safety Educator I within one year of accepting the Inspector II position. Must possess and maintain a valid Texas Driver’s License with a good driving record.  Must maintain all certifications as required by the Texas Commission on Fire Protection, Texas Department of Health, TCOLE, and Fire Department policy.

Must live within a 30-mile radius of the Euless City Limits or be willing to relocate within the 30-mile radius within one year of the hire date.
 

PRINCIPAL DUTIES AND RESPONSIBILITIES:  Fire Inspector I and II

1. Plans and initiates inspection activities of public buildings and commercial businesses to detect fire and life safety hazards, enforces local codes and federal and state laws, investigates complaints related to the fire code and city ordinances, and documents results and actions taken.
   
   
2. Initiates inspections related to fire lanes, blocked fire hydrants or fire department connections, issues citations, makes court appearances if required, and is responsible for verifying and updating occupancy data during the inspection process.
   
   
3. Maintains records and inspection reports of all job-related activities, prepares status reports of such activity, and conducts local licensing accreditation inspections as required.
   
   
4.  Conducts field inspections of reviewed building and engineering plans for fire code compliance.
   
   
5. Conducts investigations of fire-related incidents, assists fire investigators as needed within the scope of the individual's training, performs documentation of conditions as appropriate, performs follow-ups of assigned incidents as necessary, coordinating with other agencies. This will require after-hours responses through the week and weekend while on call.
   
   
6. Performs public relations duties, including coordinating and providing news releases on topics of interest to the public as needed, establishing and implementing programs in the community designed to provide a good public image of the Euless Fire Department, and may function as a liaison with the media during special events when so requested by the Fire Marshal.
   
   
7. Coordinates the Citizen’s Fire Academy and its Alumni functions as may be assigned. Will require working some evening and weekend hours, coordinates or assists in coordination and maintenance of the clown SAFETY Troop, and schedules and provides necessary support for all public education activities.
   
   
8. Performs other related duties consistent with the activities of the Fire Marshal’s Office, such as related administrative activities, criminal and non-criminal investigation duties related to the internal affairs of the department, or other duties as assigned by the Fire Marshal.

Additional Duties for Fire Inspector I:

1. Assists with the background check process for new hire applicants as assigned.

Additional Duties for Fire Inspector II:

1. Researches, develops, designs, implements, coordinates, evaluates, and/or creates informational and educational products which would best serve the community in preventing and/or combating hostile fires and burns.
    
2. Performs background checks on applicants and conducts investigations of both criminal and non-criminal nature as required by the Fire Marshal.
   
   

WORK HOURS:

All Fire Inspector positions require great flexibility in the schedule of the employee. The need to perform public education and outreach functions will require the employee to work evenings and weekends on a flexible 40-hour work week. The positions also require some on-call periods for fire investigation duties.

Knowledge, Skills, and Abilities for Fire Inspector I and II:

*Thorough knowledge of firefighting practices, as well as fire prevention practices and techniques. 

*Thorough knowledge of fire laws, ordinances, rules, regulations, and criminal laws and procedures related to fire investigations. 

Skill in analytical problem-solving and written and verbal communications.

Ability to participate in public service activities as necessary and public education duties as assigned. 

Ability to express oneself clearly and concisely in both oral and written communication and establish and maintain effective working relationships among personnel.

Ability to maintain all certifications as required by the Texas Commission on Fire Protection, Texas Department of Health, Texas Commission on Law Enforcement, and Fire Department policy.

Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include running, walking, crouching, or crawling during emergency operations; moving equipment, climbing stairs/ladders; standing or sitting for extended periods of time; operating assigned equipment and vehicles.

Ability to maintain flexible hours to meet job needs, including occasional evening or weekend work, to include an on-call investigation rotation.

Ability to work independently with minimal supervision, ability to work as part of a team.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

WEIGHT:

Must be able to transport equipment on a truck to the area of need. This includes weights ranging from 22 lbs. to 150 lbs. During fire inspection and investigation duties, the individual/ firefighter must be able to transport equipment on a truck to the area of need. 

• Bunker gear is 70 lbs. added to body weight.
  
  
• Other strength demands are situational, but the individual/firefighter must be prepared to ensure both personal and public safety.
  
  
• Lifting, pushing, pulling, standing, walking, running, carrying, climbing, bending, kneeling, stooping, sitting, driving. 
  
  

FREQUENCY: 

The frequency is dependent on the type of situation. Sitting up to eight hours per day with breaks. Standing/walking for extended periods of time while completing inspections. During fire investigation activities, endurance capacities may need to range from 30 minutes to over two hours.  Thus, functional testing or screening should include endurance-related parameters.

ENVIRONMENTAL CONSIDERATIONS:

Usually works in a controlled environment. During fire investigation activities, environmental conditions are weather-dependent. Conditions are usually hot for an extended period of time, especially in the summer.  Exposure to particulate matter during investigations and exposure to loud noises during inspections are to be expected. The bunker gear and/or encapsulated gear will also raise internal body temperature.
